Abstract: 

Gabriele Harrer-Puchner introduces the background and the methodological aspects of Frederic Vester's planning and management tool, the “Sensitivity Model". Based on his early biocybernetic approach of "systemic, interconnected thinking" (Vester 1988), Vester and his teams developed a structured, computer-assisted, iterative process that has been applied and continuously improved (Vester 2002). The Sensitivity Model comprehends nine essential steps with special features, offering a framework for fact-based collaboration with interdisciplinary teams. Some illustrative examples show the wide range of applications in current research and consulting projects in the fields of transformation and sustainable development, as well as new web-based tools that provide easy access. A special value of the Sensitivity Model is the transparent, fact-based identification of levers and the development of effective systems. The computer-based analysis of feedback cycles (negative feedback cycles as balancing mechanisms and positive feedback cycles as enhancing mechanisms) provides management and government with a way to use these cycles as "flywheels" for the development of business success and resilience.
