Ignoring the evidence? Systems Thinking on why we don't learn from building Performance

This research investigates why post-occupancy evaluation (POE) is not mainstream practice in the built environment, despite its potential to bridge the gap between building design expectations and real-world performance. Buildings often fail to deliver on energy efficiency, comfort, and usability, yet systemic barriers—including supply chain fragmentation, short-term contracting, weak accountability, and insurance limitations—hinder widespread adoption of POE. Using systems thinking and causal loop diagrams, stakeholder interviews reveal that clearer communication of findings, performance-based contracts, supportive regulation, and improved financing mechanisms could enable broader implementation. The study argues that embedding POE within policy, procurement, and professional practice is essential to create a culture of learning, reduce long-term inefficiencies, and ensure that buildings contribute effectively to sustainability and resilience goals.
