This means they have undergone an assessment process and met an established standard for applying systems thinking knowledge and skills to real world situations. This includes the UK's L7 Systems Thinking Practitioner Apprenticeship - the apprenticeship knowledge skills and behaviours were in large part based on the SCiO competency framework and is equivalent to the Advanced Practitioner level.
