Closing the Loop: The Participatory and Cybernetic Founding of SCiO in North America

September 2026

This presentation responds to the challenge first posed by Margaret Mead in her 1968 Cybernetics of Cybernetics address to the American Society for Cybernetics: Can a systems community apply its own theories to its founding, governance and development? The formation of a SCiO chapter in North America provides an opportunity to revisit Mead's challenge in practice. This presentation describes an ongoing participatory process through which prospective members are defining the chapter's purpose, values, identity and governance using ideas drawn from critical systems thinking, pragmatism and second-order cybernetics. The central problem is how a community can achieve sufficient constitutional closure to maintain a recognisable identity without becoming closed to challenge, self-correction and adaptation. The emerging design therefore treats organisational identity not as a completed constitution but as a recursive, participatory process. The SCiO North America case is presented not as a completed model, but as an experiment in recursive institution-building: an attempt by a systems community to become capable of reflecting, challenging and transforming itself while maintaining its identity. The conference presentation provides an opportunity to invite the wider SCiO community to participate in shaping and critiquing the chapter's continued formation. If successful, the practices developed within SCiO North America may be adapted by other chapters and systems and cybernetics communities seeking greater participation, learning and institutional resilience. In this sense, SCiO North America becomes a living laboratory in which a systems community attempts to practice its own theories while contributing to the continued development of systems practice.
